David Martin identified an aspect of the NVCP Act that I hadn't noticed. He believes that there is a limit to the number of AEs that the Act will accommodate before the entire Act goes back to Congress for scrutiny.
the reference material refers to the Retro cases, those who were injured by a vax prior to the Act. The Program allowed petitioners to file until Feb 1991. The awards were pd by direct appropriation fm Congress. Not from Vax Injury Trust Fund.
